  • Ellis is a former miner in District 12 who was injured on the job
  • No longer able to work in the mines, he has taken on the role of the Supervisor of the Renovation Force in the Victor’s Village
  • Players will meet him in the Victory Tour portion of the game and help him start the  preparations for the Everdeen’s arrival
