Haymitch Abernathy is upset because the flask you gave him is empty. In this quest, go to your Forest Escape and collect an orange from the orange tree, then return to Outside The Hob to trade with Raab so he can fill the flask. Click on Haymitch to give him the flask after collecting it from Raab.
