Go Fish!

The Capitol Crate you break open is filled with rotten fish! In this quest, gather some of the fish to put in the cat bowls that you placed in the School Yard.

  1. After taking 3 rotten fish and bringing them to the fishbowls, I was only able to fill 2 of the bowls and it said I didnt have the third one. So I went back to the train yard but I was no longer able to tap the crate to get more! How can I get the third rotten fish to complete the quest??
