Peacekeepers show up while you and Peeta Mellark are trying to help the Starving Girl and scare her away. In this quest, collect meat from the trap(s) in your Forest Escape, then return to The Bakery and give the meat to the Peacekeepers. Click on the Peacekeeper to hand him the meat.
