  • Reed is a citizen of District 4, a kind fisherman and father to Nixie.
  • Reed is very handy, and will work with the player to repair the damage caused by the tidal wave that ravaged the District 4 beaches.
  • Ultimately, Reed and the player will construct a new fishing boat, enabling Reed to go after the fish the player needs and instilling hope in the citizens of District 4
